The MCP comprises integrated open cut and underground mines as well as coal handling, washing, rail loading facilities and associated infrastructure.

The project development necessitates a staged approval process. The approved Stage 1 includes open cut pits O/C1, O/C2 & O/C3,Underground mine U/G4 (previously approved in 1985) and associated infrastructure and materials handling plant.

Stage 2 of the Moolarben Coal Project will seek approval for two underground mines U/G1 and U/G2, and Open Cut pit O/C4, supporting facilities and amended operation of the Stage 1 infrastructure. Stage 2 will lift the approved 10Mtpa to 13Mtpa of product coal supplying both export and domestic markets. Future stages will be subject to further major project applications and supporting studies.
